Can you over rev a Peugeot 207?

Our 207 has broken down. We have been told that it needs a new engine, the reason being that it was over revved during it's MOT emissions test. We have been told that this over revving was recorded on the ECU which they say they have erased. This does not sound very correct to me, thought new cars, just over 3yrs old, had rev limiters, also I didn't think the ECU could store data.
